Lawrence Protzman later platted 250 acres and in 1789 got Virginia to charter the town as Hopewell (for his New Jersey hometown) as Bourbon County's seat. In 1790 James Garrard and locals renamed it Paris to match the county, itself named for France's Bourbon kings who backed the Revolution. The post office briefly ran as Bourbonton before Paris stuck.
